Heymesh,
This is not the only graveyard on Areth. Some people have relationships to other areas, and may have stones placed there. I can point to several stones for people who were never in the settlement, requested by settlers.
There are a variety of other reasons why people do not have stones in the graveyard.
If you wish to commission a stone for someone, pleas speak to me in person. I will inquire. The inquiry is likely to affect Death's decision as to where his final stone will stand.
